Red Cross condemns attacks on Ebola responders in DRC

Violence against Ebola responders is escalating across the Democratic Republic of Congo, creating a hazardous environment for those attempting to curb the spread of the virus. Reporters indicate that at least 12 volunteers have sustained injuries in 11 separate violent incidents during the first 100 days of the current outbreak.

The aggression against aid workers has included physical assaults and the destruction of medical property. In Beni, North Kivu province, three volunteers were injured by a group of individuals on August 19. In a separate incident, two people were hurt during a burial mission in another province, necessitating an emergency evacuation to Isiro for medical treatment. Ambulances have also become targets, with vehicles being stoned or set on fire in areas such as Aru, Ituri province.

These confrontations often stem from the specific requirements of the response effort. Safe and dignified burials, while essential for preventing the transmission of the highly contagious virus, prevent families from participating in traditional funeral rites. This restriction frequently triggers significant hostility toward the teams tasked with the procedures, who are already operating under difficult conditions.

The persistent friction between responders and the communities they serve reflects a deeper structural failure to account for local customs during public health crises. When international protocols are imposed without sufficient integration of regional cultural practices, the resulting friction creates a vacuum of trust that often manifests as open hostility. Addressing these social tensions is as vital to stopping the spread of the virus as the clinical interventions themselves, as the safety of the workforce remains tethered to community cooperation.

Official data indicates that more than 260 attacks on health personnel have occurred in the region over the last six months. UN Senior Ebola Coordinator Julien Harneis noted that eight health workers have been killed during this period. Beyond the threat of violence, the workforce faces the constant danger of infection. Statistics show that 160 healthcare workers have contracted the virus, with 43 of those individuals succumbing to the disease.

Financial instability further complicates the situation on the frontlines.

Many staff members have reported delays in receiving payment for their work, leading to protests at treatment facilities. Dr. Thierno Baldé, the World Health Organization incident manager, acknowledged the daily challenges, noting that responders are frequently confronted by families dealing with the loss or illness of their relatives.

The current epidemic is characterized by a high case fatality rate of 47.6%, with 5,290 total infections and 2,516 deaths reported as of late August.

The International Federation of Red Cross and Red Crescent Societies warned that every damaged ambulance or injured responder directly hinders the ability to provide emergency services. This loss of capacity makes the virus harder to contain and leaves vulnerable populations without access to care. The ongoing volatility in the region, which has experienced three decades of conflict, continues to hamper efforts to establish a stable medical response.
